11th-22nd November 2013: International climate negotiations in Warsaw
For the 19th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) taking place in Poland in November, Oeko-Institut has produced an overview of key issues under negotiation. On behalf of the European Parliament, researchers at Oeko-Institut have summarized the main topics of negotiation, the progress made in discussions since the last climate conference in 2012, the specific positions of different countries as well as of the different negotiation and stakeholder groups.
In Warsaw the key goal will be to decide upon specific steps in the negotiation progress to establish the foundations for developing a new global, legally binding agreement by 2015. The agreement should be binding for all countries and should come into effect in 2020. It should cover both targets for reducing greenhouse gas emissions and other important issues such as climate finance, forest protection and measures for adapting to climate change.
