Analysis of public procurement in Germany: The example of the federal level and measures to further its environmental orientation

Within the research project six comprehensive training brochures on green public procurement are elaborated and published covering the following topics:

  • Basics of green public procurement;
  • Legal basics of green public procurement in Germany;
  • Introduction to the use of product criteria from ecolabels;
  • Strategic market monitoring and market analysis;
  • Introduction to the calculation of life cycle costs and its use in public procurement;
  • Analysis of obstacles for green public procurement using an self-evaluation tool (all brochures are only available in German).

Further research topics deal with the analysis of public procurement at federal level (obstacle analysis) regarding the example of the Federal Ministry of the Interior's Procurement Office as well as proposals to improve the green public procurement at federal level, the description and interaction of green public procurement with innovation and basic considerations in order to appraise employment effects of green public procurement in Germany.
