Analysis of the usability of emission allowances from emissions trading systems in the voluntary offset market

This report analyses to what extent the purchase and retirement of emission allowances (e.g. EUAs) are suitable as voluntary compensation measures, i.e. how the use of these allowances can be assessed in comparison to the usual emission reduction credits. This provides a basis for deciding whether and under what conditions private individuals, companies and public institutions can and should use emission allowances for voluntary GHG compensation.
