Analytical study: Energy and MFF

The study provides an overview of the current multiannual financial framework (MFF) and analyses the allocation of funds dedicated to energy inside the relevant programmes such as Connecting Europe Facility (CEF), Horizon 2020, European Fund for Strategic Investments (EFSI) and European Structural and Investment Funds (ESFI). Furthermore, it investigates how the energy transition objectives have been translated into budget allocation and provides some key examples. It evaluates policy options on how to improve the current and future investment framework in the short, medium and long term. Furthermore, case studies are presented in a selection of relevant Member States on how projects are financed, and the efficiency of the funding mechanisms such as EFSI and European Investment Bank (EIB) loans or European Regional Development Fund (ERDF) - Cohesion Policy are explained.
