Assessment of the environmental, social and economic impacts of the sector targets for 2030 of the Federal Government's Climate Action Plan 2050

In this project, analyses were carried out to determine how the goals of the Climate Action Plan 2050 set for 2030 can be achieved and which impact this would have. Environmental, economic and social impacts were taken into account as were overarching political objectives (e.g. in the context of the European Union and its objectives and policies). Two target paths were assessed. The results evidenced that considerable additional investments or the shifting of investments as compared to the assumed reference trend are required in all sectors in order to achieve the sectoral targets. In most sectors a strategy focussing on energy efficiency turns out to be more beneficial from an overal economic point of view. The economic analysis shows overall positive impacts on value added, gross domestic product and employment. Social issues largely depend on the design of instruments and measures taken to achieve targets.
