Assessment of the implementation of Directive 2000/53/EU on end-of-life vehicles (the ELV Directive) with emphasis on the end-of life vehicles of unknown whereabouts

The study has three main lots: ‒ An assessment of the ELVs of unknown whereabouts (the missing ELVs) in where the reasons for this phenomenon will be identified and possible actions to tackle the problem will be proposed; ‒ The tri-annual report on implementation of the ELV Directive to the Council and the Parliament where the consultant will assess the national reports on the tri-annual implementation and make a synthesis which will be used as a basis for the Commission's report to the E.P. and the Council; ‒ A proposal for possible amendment of Commission Decision 2005/293 on the annual reporting on the ELV targets. For points 1 and 3, a public stakeholder consultation was launched on the 22 June 2016. This consultation is run by Oeko-Institut e.V. on behalf of the European Commission, with the purpose to collect stakeholder contributions. Moreover, a workshop for Member States' experts and industry is planned. This workshop is to discuss the outcome of the stakeholders' consultation on the 23 November 2016.
