The report examines different options for the introduction of partial warm rent models. First, the various existing and proposed approaches are analysed. Subsequently, a proposal for a partial warm rent model is developed. For this proposal, the effects on tenants and landlords are quantified. Furthermore, the legal feasibility of the model is assessed.
