City of Offenburg - Evaluation of the municipal support programme for building refurbishment

Since April 2014, the city of Offenburg has been awarding subsidies to building owners as part of the "100 Houses Become climate fit" advisory and promotional programme if they take measures to renovate their residential buildings to make them more energy-efficient. The amount of the subsidy is calculated on the basis of the CO2 savings calculated for the planned measures and amounts to a maximum of 7,500 euros in detached and semi-detached houses and a maximum of 14,000 euros in multi-family houses. A total of 750,000 euros in grant funds were pledged by the local council for a project duration of five years. The evaluation examines whether the support programme has achieved additional effects for energy-efficient renovations and whether the support logic chosen makes sense and is effective. Ultimately, recommendations will be derived as to whether the funding programme should be continued and any suggestions for improvement given.
