Concepts for the enforcement of climate protection laws in the building sector including third parties

The research project contributes to the most effective implementation of the German Energy Saving Ordinance and Renewable Energies Heat Act by the German federal states – especially in light of the planned merger of the existing regulations into a uniform German Buildings Energy Act (GEG). The task of this project is to assess the different possibilities for designing regulations to effectively implement the building-related energy law and to derive from this conceptual proposals for the legal design to assist the states responsible for the implementation. The focus here is on specifications for the implementation of requirements for new buildings.

The legal starting point in federal law as well as in all 16 federal states is assessed and enforcement practices evaluated. Together with representatives of the state ministries responsible for enforcement, concrete options for state enforcement regulations and for the further development of federal and state law are discussed and developed.
