Coordination and integration of environmental planning and its relationship to urban planning

Clean air planning has many interfaces with other environmentally relevant specialized planning and urban planning in terms of content and organization. The research project "Coordination and Integration of Environmental Planning and its Relationship to Urban Planning" analyzes, on the basis of an extensive exchange with experts from municipal administration, in which way formal characteristics of air pollution control planning, but also other factors, influence its possibilities for content-related and organizational coordination with other planning. The main results of the project are 16 recommendations for improved coordination and integration. coordination and integration. They are developed on the basis of findings from municipal practice. The recommendations for action include indicators, monitoring, evaluation and "on-site research" to stabilize clean air planning, broader planning content, a common understanding of planning, organizational proximity and informal exchange between the departments involved, and project-based teams. In addition, the binding consideration of specialist concepts in urban land use planning, increased mutual consideration of land use planning and traffic development planning, the consideration of air quality in the overall spatial planning of existing settlements, and the early incorporation of air quality aspects in urban planning design and competition procedures are recommended. The scope of clean air plans are defined on the basis of the interrelationships, the most complete and usable data possible should be created, and a regular nationwide exchange between those involved in clean air planning should be initiated.
