Criteria for a differentiated target group approach

The "Germany makes it efficient" campaign is to be continued in 2020. In preparation for the new campaign, this project examines the target groups in greater detail at high regional resolution. Relevant target groups are industry, private households and local authorities. Oeko-Institut focuses on private building owners and local authorities.

The group of private building owners is characterised in the project, in a high regional resolution, in terms of their building stock, heat supply, economic criteria such as income and capital, and subsidies used. Data from the income and consumption survey 2013 (EVS) is used, combined with a literature analysis of renovation barriers. Based on the analyses, recommendations for addressing specific target groups and priority regions are developed.
