Design of the Ukrainian ETS: Cap setting, allocation methodology and impact assessment

The overall objective of the project is to create the institutional and technical capacities for an emission trading system in line with Ukraine`s international agreements. The Consultant’s contribution focuses on supporting policy-makers at MEPNR and stakeholders in the preparatory phase of policy design for an ETS by developing approaches and methodologies for cap-setting, allowance allocation, and analysis of potential impacts from implementation of the emission trading scheme.
