Developing a concept for the overall reduction of energy demand: potentials, general conditions and tools to achieve energy saving goals of the National Energy Concept

In the framework of this project, an approach was developed on how to exploit as far as possible the potentials for saving energy in Germany in order to meet the energy efficiency targets of the German Federal Government, the focus being on behaviour-based potentials in private households. The project was divided into the following work packages (WP): WP 1 estimation of potential, WP 2 assessing the potentials from a behavioural point of view (goal was the realistic identification of the potential that can be tapped), WP 3 economic assessment (aim was the assessment of macro-economic effects, distributive effects on social groups, as well as costs by comparison with expansion of renewable energies), WP 4 review and deficit analysis of existing instrumentation, WP 5 development and evaluation of new instruments, WP 6 adaptation intended to present an overall strategy to the client and interested public abreast.
