Energy-efficiency refurbishment protects consumers from high energy costs - proposals for social compensation elements in energy efficiency funding

The study is dedicated to owners in one- and two-family houses with high energy consumption who live in their own houses. In the proposal EU Energy Performance of Buildings Directive and in the German climate protection emergency programme for the building sector, minimum energy standards are provided for, which lead to the fact that energetically poor houses are to be renovated first.

The study sheds light on which households live in these houses, how high their energy cost burden is, how high the refurbishment costs would be and which households are particularly affected by high costs. The aim is to develop a higher and more targeted subsidy for vulnerable households to enable renovations, reduce cost burdens and contribute to climate protection through emission reductions.
