Evaluation of the measure "National efficiency label for old heating systems"

In order to achieve the energy and climate policy goals, the German government has adopted measures for the German Energiewende. One example is the "National efficiency label for old heating systems". This is the first time that an efficiency label has been awarded that focuses on existing appliances rather than new ones that have been placed on the market. With this measure, the German government focuses on consumer information and consumer motivation both on energy efficiency classes and on more extensive advisory and promotional services.

The aim of the evaluation was to examine whether and to what extent the National Efficiency Label for old heating systems is suitable, effective and economical for achieving the objectives (programme level and overall objectives of the Federal Government). The findings on the achievement of objectives, effects and economic efficiency were obtained in an ex ante, accompanying and ex post evaluation.

- The aim of the ex ante phase was primarily to develop an indicator-based evaluation concept, to survey the initial situation and to examine the savings targets for the measure with regard to their plausibility and feasibility and, if necessary, to recalculate them.

- The aim of the accompanying evaluation was above all an initial assessment of the processes of label awarding and the contribution to the achievement of the measure's objectives.

- The aim of the ex-post evaluation was to make a retrospective overall assessment of the achievement of objectives, effects and economic efficiency.

On this basis, recommendations were made for the further development of the National Efficiency Label for old heating systems.
