Extended scientific analyses for the development and implementation of the EU Effort Sharing

The project aims to support the German Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) concerning the implementation of the effort sharing decision (ESD) and the Council decisions as of October 2014 setting targets for 2030. Options for the distribution of the 2030 GHG target amongst Member States are scrutinised and flexibility options assessed. Interactions between the trading and the non-trading sectors are analysed. The implementation of the monitoring mechanism regulation (MMR) implies new reporting duties for Member States .

Oeko-Institut's tasks are to • provide support to the German government on the implementation of the effort sharing decision;

• provide assistance to the German government in the fulfilment of reporting duties under the MMR;

• provide assistance to the German government on all questions regarding LULUCF accounting/target setting;

• provide assistance to the German government in negotiations with regard to the draft Governance Regulation, draft LULUCF Regulation, draft Effort Sharing Regulation and draft Renewable Energy Directive by quantitative and qualitative assessments and overviews;

hold a w orkshop on projections with Czech colleagues;

p articipate in Working group II+V meetings;

provide s upport in implementation of the ESD in Germany, including

• assessment of interactions with national policies

• identification of gaps

• overview of projections.
