Further Development of the Administration of the EU Emissions Trading Scheme

The project identifies and analyses problems with the administrative implementation of the EU ETS that result from uncertainties in the definition of competences, roles, participation rights and legal certainty. The problems in the administrative implementation are analysed in the areas of allocation, auctioning, monitoring, reporting, verification of emission reports and the management of registries. The project also compares the German implementation of the ETS legislation in these areas with the implementation in other Member States related to efficiency and effectiveness, legitimacy and distortion of competition.
