Further development of the EU ETS in aviation against the background of the introduction of a global market-based measure by ICAO II

The aim of this project is to provide scientific support to the Federal Ministry for the Environment and the Federal Environment Agency in the discussion on the further treatment of aviation in the EU Emissions Trading Scheme (EU ETS) and under ICAO.

The main EU policy measure to reduce aviation emissions has been the EU ETS for flights within the European Economic Area since 2012. In 2021, the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) was introduced. While the EU ETS sets the higher reduction incentives, CORSIA covers more flight routes. Several options are being explored on how to combine the two schemes in terms of emissions capture and reduction, and the associated costs and auctioning revenues are being modelled.

The project produced a factsheet on the EU Commission's proposal as part of the Fit-for-55 package for aviation and assessed the costs of offsetting CORSIA project credits (offsets) for German airlines and the risk of carbon leakage.

Surveys were conducted to identify best practices for remote verification under CORSIA and a tool to support CORSIA emissions aggregation entities was developed and disseminated through the CORSIA Buddy Partnership.
