Historical and future development of the EEG surcharge and its influence on electricity prices

In this research project, a quantitative, methodologically sound analysis of the EEG surcharge both in the past and for its possible future developments with a time horizon up to 2035 is carried out. The analysis should contribute to a deeper understanding in the cost debate that accompanies the expansion of renewable energies, as well as to sounding out the scope for action - and its limits - for stabilising the EEG surcharge, as the legislator is striving for. This includes the investigation of all relevant factors that have determined the level of the EEG surcharge in the past, as well as the development of various scenarios for this and possible new drivers in the future. The distribution of costs among different consumer groups such as households or industries is also being investigated.

The research project takes place within the framework of the service contracts for the preparation and monitoring of a progress report in accordance with §97 of the Renewable Energy Sources Act (EEG 2014).
