How the EU can address the social barriers to the EV transition. Assessing the need for social support and designing social leasing as part of the transition to electric vehicles in Europe.

The objectives of this study are (1) to identify and quantify the need for social support in the EV transition, with a focus on those most vulnerable to rising fuel prices, (2) to design social leasing schemes for European countries and estimate the number of additional EVs needed to meet the demand, (3) to calculate the total costs of the proposed social leasing schemes for the designated countries taking into account the development of the EV second-hand market. The analysis will focus on five EU Member States between 2025 and 2032: ES, DE, IT, FR, PL.
