How to end energy poverty? Scrutiny of current EU and Member States instruments

This project provides an overview of various instruments in place at EU and Member State levels with regard to energy poverty.

The briefing note examines the extent to which energy poverty is an issue in the selected EU Member States, which households it applies to, how it is addressed, whether such policies and measures work well and whether they reach the respective target groups. Based on the insights gained thereby, the briefing note elaborates policy recommendations for improving or refining existing policies or designing new policy measures.

  • interviews with relevant actors, such as politicians, policy makers, scientists, NGOs in the Member States analysed (BG, FR, DE, EL, IE, IT, PL, ES, UK, EU)
  • comparative analysis and preparation of fact sheets for each country analysed; and
  • policy recommendations.
