Impact assessment of regulatory and fiscal measures to promote plant-based diets and reduce meat consumption.

Excessive meat consumption poses health risks and the production of meat has strong environmental and climate impacts. Regulatory and fiscal policy measures can in principle help to increase the consumption of plant-based food and at the same time reduce the consumption of animal-based food. The aim of the project is to assess the economic impacts of individual measures as well as the impacts of a combination of these measures. A quantitative impact assessment iscarried out in these areas:

• Measures to increase the price of animal products • VAT reduction on plant-based products • A combination of the above measures The results are then considered in combination with measures to promote animal welfare - animal welfare levy and animal welfare labelling - and, if necessary, alternative measures, in order to make recommendations.
