Implementing and funding the green transition of Germany’s heating sector

The aim of the project is to provide expert support in developing the legal, instrumental, institutional and financial framework for the green transition of the heating sector. Based on existing studies and scenarios, the project develops visions and transformation pathways for the heating and cooling sector up to 2045. The resulting insights will help to shape a consistent, efficient and effective framework that successfully promotes the green transition of the heating sector as an integral part of Germany's energy transition.

The combination of technological innovations, political governance and strategy planning will be crucial to achieving national and international climate targets. Our focus is on analysing the interactions between the various instruments of the green transition of the heating sector and their integration in the energy policy framework. The project addresses 6 topics:

· Topic 1: Targets and pathways for 2045

· Topic 2: Further development of planning of heating sector

· Topic 3: Consumer protection and regulation of grid-based heating and cooling supply

· Topic 4: Financing the green transition of the heating sector

· Topic 5: Further development of funding the heating network

· Topic 6: Cross-cutting activities

Within the project, Oeko-Institut is leading Work Package 3 and is also responsible for the overarching coordination of legal issues. Its experts are also involved in research for all other topics.
