Legal analysis on the applicability of the substance definition on nanomaterials under REACH

Analysis and assessment of the applicability or the need for adaptation of the substance term under REACH with regard to nanomaterials. In this context, elaboration and review of various regulation options: - with specific test requirements for nanomaterials, - nanomaterials as a new and separate substance, - regulatory fiction, - surface-treated nanomaterials. The regulation options are to be evaluated both from a legal and a scientific (eco- and human-toxicological) view.
