Legal Barriers to Climate Protection in the Planning and Construction of Buildings

The first Part of the project examines competence, training and accreditation of architects and engineers for energy refurbishment in the buildings sector. Then the focus is placed to develop concrete suggestions for legal improvements on competence and training. The second Part focuses on energy bills, especially for heating and domestic hot water. The given information and the legal scope are examined. Taking into account the implementation of Art 10 of the Energy Efficiency Directive (EED), different options are analyzed to improve the information and their transparency.
