Making municipal heat planning in Germany transparent and comparable

The KOMpare project aims to analyse the systemic effects of municipal heating plans by first analysing municipal heating plans and processing the data and information contained therein as part of a transparency platform. The municipal heat transition scenarios and plans will then be scaled to Germany. Finally, the heating plans are analysed and presented in the context of the overall German energy system. Based on the analyses, recommendations will be derived for the further development of the legal framework, for the implementation of heat planning for energy supply companies and network operators, and for the consideration of heat planning in the context of energy system modelling. The research project thus aims to make the effects of municipal heat planning transparent and to analyse them in their entirety in order to provide stakeholders at local and national level with further decision-making aids.
