Market observation of sustainable consumption: market analysis and interventions to promote green products, with respect to the sustainable consumption goals of the German Sustainability Strategy

The National Programme for Sustainable Consumption (NPNK) and the German Sustainability Strategy (DNS) require, among other things, monitoring of the development of sustainable consumption using indicators and benchmarks. The consumption indicator "Market share of products with government eco-labels" is part of the DNS; the "Green demand" index developed by UBA builds on this. Market observation to date shows that although sales and market shares of green products continue to increase, market shares in some cases remain low and environmental impacts in important consumer sectors have barely decreased. The project is intended to support the Federal Environment Agency in the tasks related to the "Green demand" index and the consumption indicator. It consists on the one hand of continuing market observation and providing data for the consumption indicator. On the other hand, case studies are prepared for selected products, in which the market development is analysed, possibilities for more ambitious objectives are explored and voluntary instruments for accelerating market penetration are developed. Market analyses, literature research, scenario calculations, expert interviews and stakeholder workshops are used for this purpose.
