Mechanisms of action of regulations and Federal and state funding instruments on the use of solid biomass in heat generation

The BioWISE project focuses on the use of solid biomass in the heat sector, with the central question of how regulations can be adapted to mitigate the demand for solid biomass in the heat sector and the potentially associated negative environmental impacts. In the first work package, the aim is to gather basic information on four main topics: (i) evaluating and presenting the current status of the use of biogenic solid fuels, (ii) the legal framework that regulates or promotes the use, (iii) regulatory approaches in other countries and (iv) the impact of the sustainability requirements and greenhouse gas emission limits of RED II on the use of biogenic solid fuels.

The second work package assesses the impact of regulations on the use of solid biogenic fuels. Existing and newly developed regulations are taken into account. Subsequently, scenarios are created and analysed that focus on the distribution of biomass among sectors.

In the third work package, conclusions are drawn and recommendations for action are derived from the results in order to steer the development of the use of biogenic solid fuels along paths that do not exceed potential limits in Germany and do not cause imports to rise sharply. In addition, ad-hoc analyses are carried out as scientific support for the German Environment Agency.
