PBT - quo vadis? Review and update of the PBT assessment approach for the identification of environmental SVHC

The aim of the project is to review and update the PBT concept currently valid under REACH. The criteria for substantiating the PBT properties are set out in annex XIII of the REACH Regulation, the procedure for the identification in the ECHA "Guidance on Information Requirements and Chemical Safety Assessment – Chapter R.11: PBT/vPvB Assessment”. It is noteworthy that the fundamental objective of the PBT assessment is to assess substances for which the common risk assessment by means of the quotient from the predicted environmental concentration (PEC) and a predicted no-effect concentration (PNEC) is not applicable. If it can be shown that the common risk assessment using the PEC/PNEC ratio is not applicable to highly persistent substances with only little potential for bioaccumulation, it is justified to undertake an assessment for these substances that corresponds to the PBT assessment, and to further develop the PBT concept this way.
