Review of the effectiveness of article 21 VerpackG (Packaging Act) and development of proposals for further legal developments

In order to avoid or at least reduce negative effects of packaging waste on the environment, § 21 Par. 1 VerpackG requires the system operators to base the participation fees of the distributors on ecological criteria. Incentives are to be created in order to increase the recyclability of packaging and to promote the use of recyclable and renewable raw materials. The aim of the project is to provide the scientific basis for the evaluation of § 21 VerpackG, which is to be carried out by 1 January 2022, in the following aspects:

  • Evaluation of the system reports with regard to the implementation of the legally required incentive systems,
  • Describe differences, advantages and disadvantages of the models used and evaluate their effectiveness in a comparative way,
  • Formulation and application of substantiated evaluation criteria to verify the effectiveness of § 21 VerpackG and
  • detailed, scientifically based and justified recommendation for the further development of § 21 VerpackG.
