Scientific support on instruments and measures to accelerate the expansion of renewable energies for climate neutrality by 2045

In view of the goal of nearly greenhouse gas-neutral domestic electricity generation by 2035, it is necessary to further accelerate the expansion of renewable energies. The project aims to further develop the instruments required from a climate protection point of view and the evaluation of measures to ensure an ambitious and robust expansion of the key RE sectors of photovoltaics and onshore wind energy, as well as the climate-friendly use of the limited sustainable biomass potential.

In the first step, a broad range of obstacles and issues for the expansion of renewable energies will be discussed, categorised (e.g. technical, economic, sectoral planning, legal issues), and

prioritised. Furthermore, obstacles are identified and measures for a continuous expansion of photovoltaics and onshore wind energy are analysed and developed (e.g. expansion of financial participation by citizens or municipalities, strengthening of special PV ground-mounted installations, further development of the planning and approval framework for wind energy and PV ground-mounted installations).

The analyses and proposed measures for bioenergy focus on the reduction of electricity from biomass and the prioritised use of waste and residual materials, the highly flexible provision of power in line with demand, and a remuneration  structure that supports this focus.
