Simplification of the requirement parameters in the energy saving right for buildings

The long-term goal of achieving a "nearly climate-neutral building stock" makes it necessary to show the climate effectiveness in the building sector more transparently.

The current system of requirements with its parameters of primary energy demand and transmission heat loss has reached its limits, since the primary energy demand does not represent the actual target parameter of climate effectiveness. In addition, the current secondary requirement of transmission heat loss (residential buildings) or the average heat transfer coefficient Ū (non-residential buildings), among others, do not represent ventilation with heat recovery in a meaningful way. Furthermore, the reference building method does not provide an incentive for compact and energy-saving construction.

The project develops and compares possible adjustments to parameters within the Building Energy Act in order to prepare the amendment of this law.
