Socially just funding for energy-efficient refurbishment

The first step in the project is to statistically analyse the type of buildings in which low-income households in Germany reside. Furthermore, existing subsidy programmes that can be used for the energy-efficient refurbishment of buildings are analysed to determine the extent to which they can benefit low-income households. The subsidy programmes examined in detail include the federal funding for efficient buildings, urban development funding, the KfW programme for energy-efficient urban redevelopment, and federal financial aid for social housing.

In a second step, a detailed proposal is developed on this basis, which shows the ways in which support could be organised so that low-income households can benefit from it. Legal issues are examined.
