Study for the analysis of impacts from RoHS 2 on non-road mobile machinery without an on-board power source, on windows and doors with electric functions, and on the refurbishment of medical devices

In the context of this project a few product groups and processes were to be reviewed in terms of how they were affected by their inclusion in (or exclusion from) the scope of the RoHS Directive. An exclusion of Windows and Doors with Electric Functions was to be considered, along with possible adjustments of the definition of Non-Road Mobile Machinery (NRMM), to clarify what equipment could benefit from the exclusion available through Article 2(4)(g) of the Directive. Options for relieving the burden of compliance of refurbished medical devices were also to be reviewed to understand how the applicability of Directive requirements relevant for electrical and electronic equipment (EEE) could affect such equipment under various scenarios. Explanatory information was to be be prepared for the various issues and questionnaires should be distributed to relevant stakeholders as a method of collecting information as to aspects of relevance for each product group and as to possible impacts under various scenarios. Publicly available information as well as stakeholder contributions should form the basis of information to be evaluated for each area of review. With the completion of evaluations, a report was to be prepared presenting the available information and explaining the rational of the evaluation of each area of review, as well as providing a recommendation for the EU COM as to what actions should be taken.«
