Study on the EU financing of REDD+ readiness activities, and results-based payments pre- and post-2020: sources, cost-effectiveness and fair allocation of incentives

The project develops three concrete tools that could help the European Commission, partner countries and relevant EU decision makers to contribute to fully operationalizing REDD+ before and after 2020, to ensure the broadest participation of countries and to make the best use of limited public resources to achieve global, national and EU objectives related to deforestation and forest degradation. The work is based on desk reviews, basic modelling and targeted interviews, to assess the provenance and volumes of emission reduction potentials for key REDD+ areas. The project also assesses elements of potential financing instruments, which could function synergistically to produce the largest and most sustainable mitigation outcomes possible. Finally, relevant EU rules and current bottlenecks to the implementation of REDD+ at scale are analysed.
