Supply of statistical services: REACH Baseline Study - 10 years update

###NEU### As part of the REACH Review in 2016, the REACH Baseline Study was conducted for the third time. It was checked whether the data situation on chemicals had improved as a result of REACH. It also checked whether REACH had reduced the risks associated with chemicals. ###ALT### The project consortium supported the European Commission with a 10 years update of the REACH Baseline Study ("third snapshot"). The central aim of this update was an analysis of the changes following the registration of additional substances (and updates of substances already assessed in 2011) in the Risk & Quality Scores of the reference substances, using the same methodology as in the first and second evaluations in 2007 and 2011. The analysis made for this third snapshot also covered reference substances that have been included in the REACH Candidate List or in the Authorisation List (Annex XIV to the REACH Regulation). The main objective of the 10 years update of the REACH Baseline Study was to calculate the so-called "Risk & Quality Indicator System" figures based on the data available when executing the project and to compare them with the figures of the former evaluations in 2007 and 2011. These figures were calculated for a set of reference substances. The Risk Scores and the Quality Scores allow tracking two major goals of REACH: The reduction of the risks of chemicals to humans and the environment and the improvement of the quality of the data available for chemicals. The conclusions from the comparison between the three pictures should contribute to the second Commis¬sion report on the experience with the operation of REACH, due in June 2017 (in accordance with REACH Art. 117(4).
