Survey on the implementation of the EPBD - Lot 3

The aim of the project is the national implementation of the EU Energy Performance of Buildings Directive (EPBD) through a comprehensive approach. In this context, scientific principles, legal aspects, proposals and decision options for the implementation in three batches are being developed. The focus of lot 3 is on overcoming obstacles to the energy-efficient modernisation of buildings and on eliminating imbalances in the distribution of costs between the parties involved. This particularly concerns legal requirements in the areas of tenancy law, heating and operating costs law, and residential property law. The aim is to develop effective, easy-to-use and balanced proposals for new or amended regulations based on an intensive analysis of the existing problems in these areas of law.
