Fit for purpose? Key issues for the first review of CORSIA
This paper aims to contribute to the forthcoming review of CORSIA by identifying key issues that should be addressed in relevant ICAO decision making bodies. As the discussion on a potential long-term goal for international aviation is closely interlinked with the review of CORSIA, the paper discusses options for a long-term goal under ICAO. Moreover, the paper is written from the viewpoint of what would be necessary to make CORSIA an effective climate mitigation tool and to align it with the goals of the Paris Agreement, noting that there are difficulties to make progress on this complex and highly debated issue under ICAO. CORSIA’s goal and trajectory, the eligible fuels and the quality of carbon credits are identified as key areas for review.
