Raising ambition in the Effort Sharing Sectors and the EU-ETS in the context of the European Green Deal

Study to assess the feasibilitiy of increasing the EU's greenhouse gas emission target to 55 % below 1990 in the run-up to the proposal by the European Commission. The study finds that increasing ambition is technologically and economically feasible. On the ESR it finds that the national targets need to be aligned more closely with the long-term target of climate neutrality and proposes a new target distribution. It shows different regulations and policies which can be used at the EU level and by national governments to achieve the higher ESR targets. On the ETS the study finds that a combination of rebasing and a higher linear reduction factor ensures the highest climate ambition.
