Study on the review of the Market Stability Reserve

This project supports the EU Commission in the Review of the Market Stability Reserve of the EU ETS. It assesses the effectiveness of the MSR and potential changes under different policy assumptions related to raising the overall EU’s climate target to 55% below 1990. The assessment includes the definition of the total number of allowances in circulation (TNAC), the MSR-thresholds, intake rate but also goes beyond the current design looking inter alia at price triggers. Öko-Institut is involved as external consultant primarily reviewing the outputs of the projects.
