Methodology for the reporting of re-use of products and rules for the reporting of reusable packaging

Article 9(4) of the Waste Framework Directive (WFD) and Article 12(3)(d) of the Packaging and Packaging Waste Directive (PPWD) stipulate that the EC shall, by 31 March 2019, adopt implementing acts to establish a common methodology to report and monitor the re-use of products and the reuse of packaging, respectively. The objectives of this study are: 1) gathering and analysing information on current monitoring/ reporting practices in MS, 2) developing, in cooperation with the EC, proposals for a methodology for reporting on the reuse of products and packaging in MS, and 3) developing elements for a guidance document for reporting and monitoring. This report is divided into two parts. Part 1 addresses the reporting on the re-use of products as addressed by the WFD. Reporting on the reuse of packaging under PPWD is addressed in Part 2.
