Modelling the Allowance Allocation Method of the EU ETS: Cement

The aim of this paper is to show the implications of different ways of implementing free allocation in a model environment. Especially, the impact of current allocation rules both for incumbents and new entrants in the cement sector in relation to operational and strategic decisions of firms are assessed.
